USF Breaks Ground on $500 Million Uptown Landing Mixed-Use District
The University of South Florida is moving forward with one of the most significant redevelopment projects in the university’s history, breaking ground on a nearly $500 million mixed-use district along Fletcher Avenue in Tampa.
Previously known during planning as the Fletcher District, USF officially unveiled the development’s new name, Uptown Landing, at its September 8 groundbreaking. The first phase will transform approximately 30 acres of USF’s former golf course north of Fletcher Avenue and east of North 46th Street. (Bay News 9)
A New Mixed-Use Destination for North Tampa
Uptown Landing is designed to create a walkable district combining housing, restaurants, retail, hospitality and research facilities immediately adjacent to USF’s Tampa campus.
Phase One is expected to include approximately 700 student housing beds, 150 additional apartments, 60,000 square feet of retail and restaurant space, a 150-room full-service hotel and conference center, and a 350,000-square-foot academic and research facility. The research facility, known as the Translational Research Institute, is expected to accommodate roughly 100 NIH-funded investigators and approximately 1,000 additional researchers, further strengthening the university area’s employment base. (University of South Florida)
New USF Stadium Adds to Development Momentum
Location could be one of Uptown Landing’s biggest advantages.
The development will sit within walking distance of USF’s new on-campus football stadium, which is scheduled to open in fall 2027. Hotel rooms on the south side of Uptown Landing are planned to overlook the stadium, while restaurants and retail spaces could benefit from increased activity surrounding football games and other campus events. Hillsborough County commissioners previously approved $24 million for infrastructure and public-safety improvements, including approximately $10 million toward a pedestrian bridge over Fletcher Avenue connecting the district with the stadium area. (Bay News 9)

Florida’s Largest State University P3
The project is also notable for how it is being developed.
USF describes Uptown Landing as the largest public-private partnership in the history of Florida’s State University System. Approximately $270 million of the first phase is associated with the P3 development, while another approximately $225 million is tied to the academic research building. (University of South Florida)

What Uptown Landing Means for Tampa Commercial Real Estate
For commercial real estate, Uptown Landing represents more than a university expansion.
The development adds residential density, hotel rooms, restaurants, research employment and entertainment activity to an already heavily traveled section of North Tampa. Combined with the new football stadium and surrounding redevelopment, the investment could help establish the USF area as a stronger mixed-use commercial district rather than primarily an education and medical employment center.
That could create additional opportunities along Fletcher Avenue, Fowler Avenue, Bruce B. Downs Boulevard and surrounding corridors, particularly for restaurants, entertainment concepts, hotels, multifamily development and service-oriented retail.
Uptown Landing also demonstrates the potential of redeveloping underutilized institutional land into higher-density mixed-use environments. In this case, a former golf course is being transformed into a district intended to generate activity throughout the year rather than only during university events.
With nearly half a billion dollars committed to the first phase alone, Uptown Landing joins USF’s stadium and other nearby projects as another major investment reshaping the future of North Tampa.
