Fort Myers Developer Purchases $18.5 Million in Charlotte County Land Previously Planned for Nearly 5,000-Acre Community

A Fort Myers-based developer has acquired $18.5 million in land in Charlotte County, bringing renewed attention to a massive property previously proposed for PulteGroup’s nearly 5,000-acre MeadowVue master-planned community.

The transaction involves 13 parcels along U.S. Highway 17 in eastern Charlotte County, where plans for thousands of homes, commercial development and recreational amenities previously encountered regulatory and infrastructure challenges.

Although the recent acquisition could signal renewed development interest, no revised master plan or construction timeline has been announced.

$18.5 Million Land Acquisition Along U.S. Highway 17

Developer David E. Torres, through companies under his ownership, acquired the 13 parcels in five separate transactions between September 5 and September 11, 2026.

The properties are located along the U.S. 17 corridor, south of the DeSoto County line and north of Palm Shores Boulevard and Washington Loop Road.

The acquisition represents only a portion of the nearly 5,000 acres originally included in PulteGroup’s MeadowVue proposal.

Torres is associated with several development companies, including MeadowVue Land Development Group LLC, Silvermine Companies LLC and FL Star Development.

The developer has indicated an intention to pursue development opportunities on the property, although the specific uses and overall scale have not been determined.

Original MeadowVue Project Envisioned Thousands of Homes

PulteGroup previously proposed transforming the nearly 5,000-acre property into a large master-planned community known as MeadowVue.

The original development concept included:

  • Thousands of residential homes.
  • Commercial and neighborhood retail development.
  • A golf course and recreational amenities.
  • Supporting infrastructure and community facilities.
  • Significant areas of land reserved from development.

Approximately half of the overall property was envisioned for development.

The project attracted considerable attention due to its size and potential impact on eastern Charlotte County.

However, the land is currently zoned for approximately one residential dwelling per 10 acres, meaning a development of the originally proposed scale would require additional land-use approvals.

Utility Agreements and Community Opposition Delayed Development

The original MeadowVue proposal encountered challenges involving water and wastewater infrastructure, environmental concerns and opposition from nearby residents.

On February 10, 2026, Charlotte County commissioners voted unanimously to rescind previously approved utility agreements involving Pulte Homes and CSWR – Florida Utility Operating Company LLC.

County officials determined that the agreements had not been fully executed, creating uncertainty regarding the infrastructure arrangements necessary to support the proposed development.

Residents also expressed concerns about traffic, environmental impacts and the potential effects of large-scale residential construction on surrounding rural communities.

The issue returned to public attention during the October 13 Charlotte County Commission meeting, when residents requested information about the recent property transactions and the future of MeadowVue.

Commission Chair Joe Tiseo requested an update from county staff regarding the project’s status.

What the Sale Means for Charlotte County Commercial Real Estate

The $18.5 million transaction highlights continued developer interest in large tracts of land throughout Southwest Florida, particularly properties positioned along major transportation corridors.

For commercial real estate investors and developers, the U.S. 17 corridor could present long-term opportunities if additional residential development eventually receives approval.

Large master-planned communities can generate demand for neighborhood-serving retail, including grocery stores, convenience stores, restaurants, medical offices and other service-oriented businesses.

However, the potential for commercial development depends heavily on residential density, infrastructure availability, roadway improvements and local government approvals.

The MeadowVue property also illustrates the importance of evaluating zoning, utility capacity and development entitlements before acquiring large-scale residential or mixed-use development sites.

While the recent sale represents a substantial investment, it does not confirm that PulteGroup’s original proposal will be revived or that construction will begin in the near future.

What’s Next for the Former MeadowVue Property?

The property’s future will depend on the new owner’s development strategy and discussions with Charlotte County officials.

Any significant residential or commercial project would likely require further consideration of zoning, water and wastewater service, transportation infrastructure and environmental impacts.

For now, the acquisition marks a new chapter for one of eastern Charlotte County’s most closely watched potential development sites.

As Southwest Florida continues expanding, large land transactions such as this one will remain important indicators of where developers see future residential and commercial opportunities.
