Tampa’s rapidly changing West River district is adding another local food and beverage concept, as Chef & The Baker prepares to open its second Tampa location later this year.

The European-inspired bakery and café, founded by chefs Rosana Rivera and Ricardo Castro, will occupy approximately 2,200 square feet at 1103 W. Main Street on the ground floor of the Canopy apartments. The new location is targeting a November 2026 opening and will be larger than the concept’s existing South Tampa location.

From South Tampa to West River

Chef & The Baker opened its South Tampa location in 2024 after the concept originally began as a food stall at Hall on Franklin in Tampa Heights.

Known for artisan breads, pastries, empanadas and its signature Croix Donut, the concept will use the larger West River space to expand both its retail offerings and production capabilities. Plans include a prominent bakery counter, indoor seating, grab-and-go areas and an expansive outdoor courtyard and terrace.

The location will also serve a larger role in the company’s future. Bakery production is expected to take place on-site, with the West River operation positioned to eventually supply additional Chef & The Baker locations.

West River Continues Its Transformation

The decision to expand into West River comes as the neighborhood undergoes significant redevelopment and investment.

New multifamily development, improvements along West Main Street and the continued expansion of Tampa’s riverfront are creating a more walkable mixed-use environment immediately west of downtown. Chef & The Baker specifically cited the development occurring around West Main Street, the West Riverwalk expansion and the growing number of nearby residents as factors behind the location.

For commercial real estate, the addition illustrates how residential density can help create opportunities for neighborhood-oriented retail and restaurant concepts.

Rather than relying exclusively on destination traffic, businesses within mixed-use developments such as West River can benefit from a built-in customer base within walking distance—a dynamic that could become increasingly important as Tampa continues adding higher-density residential development around its urban core.

New Location Launches Expansion Strategy

The West River restaurant is also significant because it will become Chef & The Baker’s first licensed location.

Parent company RC Hospitality Group is partnering with New York-based Flour Street Group to develop and operate the location. The licensing strategy is designed to allow Chef & The Baker to expand while maintaining control over the brand and its culinary direction.

RC Hospitality is led by Maria Rivera, whose restaurant industry experience includes serving as U.S. president of Krispy Kreme and CEO of concepts including Smalls Sliders and Starbird. That experience is now being applied toward developing Chef & The Baker into a scalable multi-location brand.

Additional locations could follow. The group is initially considering two locations with Flour Street Group, while St. Petersburg is also on the radar for future expansion.

Another Step Forward for Tampa’s Urban Core

Chef & The Baker’s expansion reflects two trends shaping Tampa’s commercial landscape: the growth of homegrown restaurant concepts and continued investment in neighborhoods surrounding downtown.

As West River adds residential density, public improvements and new commercial activity, demand for restaurants, cafés and neighborhood services should continue to grow alongside it.

For Chef & The Baker, the West River location provides an opportunity to establish itself within that growth while creating a platform for expansion throughout Tampa Bay.

For the broader market, it represents another example of retail following rooftops as Tampa’s urban neighborhoods continue to redevelop and densify.
